You can't create an SPR directly. Either Dev see and reproduce or a PMR is opened and reproduced and created at that point.
The XPages team (who sit near me) are very pro-active on this forum so odds on they have read the thread. But I will ping one anyway.
The only difference between Dev opening an SPR and support is that as you pay for support the SPR is given more weight with the customer report attached to it.
